Requirements: Successful completion of police or government security service career with administrative experience. Telecommunications Manager (Albany, NY)
The Telecommunications Manager, a key technical position reporting to the IT Director, is responsible for all aspects of designing, implementing and maintaining a large state government organizations statewide voice and data network and for delivering communications services to approximately 1,600 people and 80 offices statewide.
This position manages a primary telephone switch in Albany and integrated switches in remote locations; handles deployment, maintenance and programming for approximately 2,300 telephone instruments and 1,800 voice mailboxes, and delivers traditional, VOIP and wireless telephone services and audio/videoconferencing. This position works closely with Data Processing to integrate voice and data applications and to deliver these services statewide. This position is responsible for managing an in-house developed E-911 system and public safety radio system.
The Telecommunications Manager also manages the statewide data/voice network, including design, installation, maintenance and security for fiber, copper, and wireless deployments. The position also oversees low voltage wiring, cable television, notification and security systems, and the audio/microphone and media lighting systems used in key meeting rooms.
The Telecommunications Manager negotiates and manages all vendor contracts, leases and agreements related to the above, oversees the backbilling of telephone charges organization-wide, directs the production of relevant floor plans, schematics, reports and publications, and provides end-user training for organization staff as needed. The Telecommunications Manager directs a team of five employees.
This is a critical hands-on technical management position, and candidates must be able to contribute to overall IT strategy and work as part of an IT technical team; communicate effectively with senior management and end users; liaison with outside organizations including relevant state agencies, public safety organizations, vendors and building management; manage staff to meet goals, deadlines and budgets; and handle a fast-paced and complex technical environment with multiple ongoing projects.
Candidates for this position should have 7-10 years of experience managing an enterprise-level telecommunications infrastructure, with documented expertise with Avaya telephone systems and Cisco networking equipment and strong technical experience with WAN and LAN deployment, troubleshooting and security. Hands-on experience working with optical, copper, cable and low-voltage wiring essential. Background with traditional, VOIP, and wireless telephony necessary. Experience with audio/videoconferencing and unified communications preferred. Security expertise related to networks, telephone and radio systems, and E-911 required. Experience designing and maintaining audio amplification systems, including Crestron controls integration, would be helpful.
This is a full-time, non-Civil Service state government position based in Albany, New York. Occasional travel may be required.
