Why not put trash receptacles out on campus during games? (UGA alumni & fan)

Why doesn't UGA put trash receptacles out on campus on football game days? While tailgating on campus this past Saturday we discovered there was no trash receptacles available for tailgaters to use. No wonder the place gets left in a mess. There are no trash cans. The school use to put out large cardboard trash receptacles. Why did they stop this?

vine twisted sapling sticks

These spiral sticks are formed when a vine grows tightly around a fast growing young sapling. I have been hunting these for four decades now and they are one of my most popular items.
Most people use them as hiking sticks. Some people incorporate them into handmade furniture, stair and porch railings, climbing posts for plants and ornamental uses. A few like to get them raw and do their own carving.
The saplings most susceptible to the vines are sweet gum, oak and cherry. The sweet gum is easily carved and dries to be very light. The coloring is conservative and plain, but it has a rich array of specks and spots and variations of color between the layers of bark. My sweet gum sticks go the fastest.
Oaks are very hard and, worse, very heavy. Even so some big strong persons, especially big men with big hands, like oaks. If you're going to lower yourself down a steep bank, counting on that stick to make it a nice, slow descent, you might like that tough, strong wood. If you want to carve an oak stick the best way to do it is to do the major parts of the carving while the stick is still green and easily worked. After it gets dry you can work on refining the details.
The most attractive, and one of the hardest and heaviest, of the oaks is the black oak. It has a thick, orange inner bark which is itself carveable. This inner barrk can stay orange for months and eventually dries to a warm reddish brown color. If you want to you can use it as a hiking stick as it dries, but it will be at its heaviest during that time. Losing moisture means losing weight.
Cherry is very juicy. Lots of juice in a sapling usually means lots of splits, cracks and warping as it dries. There are two ways to try to get around this. One is to cut the cherry during the coldest possible weather when the sap is down. The other is to cut a dying sapling. A tiny tree in a tall woods, especially one being choked by a vine, has a short life expectancy. If you find a cherry sapling that has died and dried standing you will be able to finish drying it with far less danger of cracks. But be very careful. Somebody ... maybe you ... is going to be depending on that stick to support part of their body weight while navigating difficult ground. A stick that was collected already dead may have flaws that will cause it to give out under heavy use.
Cherry is a bit difficult. The reason I fool with it anyway is because it has that intoxicating smell. When you start cutting into the freshly cut stick the oils start escaping into the air. The smell starts out sour and acrid, but on exposure to air it turns sweet, with the sourness still underlying it. It changes its tones as you continue to cut into the green barks. The smell of fresh cherry bark is very similar to the honey-almond smells of many hand lotions, notably Jergens. But the difference between the smell of hand lotion and fresh cherry bark is like the difference between the sound of a monographic recording and that of a live band. As the frosting on the cake, you can save the chips and shavings from carving your stick and put them into your fireplace. They burn blue.
Other good finds, but twisty ones are rare, are sassafras and hawthorn. The sassafras has orange outer bark, hidden underneath a thin, grayish brown surface. The bark is formed in more or less even scaly shapes, so if you shave down the surface with a sharp knife you get an orange, "crackle" surface with a semi-gloss texture similar to ivory. The orange stays with it for a couple years that I know of. If you varnish it the color ambers and is not as bright, but is still attractive. If you want, you can just coat the ends with tung oil or varnish, to slow down the moisture exchange through the capillary ends, and put a rubber cap on the ground end and leave the rest of the stick bare. That way you can keep that color longer. A vine spiral sassafras is enough of a trophy to end up as a collector's stick and never see the outdoors again.
Hawthorn is hard and tough. The bark is thin and unspectacular but the wood has a beautiful color. The stick itself is not necessarily round, but has a bit of a contoured, muscular shape. The way hawthorns grow makes it difficult to find a stick long enough and straight enough to use as a hiking stick, with or without the spirals. I have not found enough of them to be able to provide details about working them.
Pines and spruces and such are not very susceptible to spiraling, but even when they do, they are too weak and unreliable to make into hiking sticks. Not to mention, trying to carve a green pine will cover you with sticky, gooey pitch, in which lots of dirt will get lodged and will be with you for a long time. I have tried to make spoons out of green pine. I just don't want a spoon that bad.
The vines that most often constrict young trees are honeysuckle, green brier and wysteria. Kudzu won't do it. 5 leaf ivy and star ivy won't do it. Grapevines won't do it. Poison ivy does not grow in spirals around the trees, it grows straight up the tree and hangs on by sending roots into the tree. The roots give the poison ivy a whiskered look. I have only ever seen one poison ivy vine growing around and round a sapling, but even then, the whiskers made it easily identifiable, with or without the leaves.
When you cut a sapling you should look around and make sure you're not cutting the last one in the stand. If you can't find any more trees like the one you are cutting, you might ought to leave it.
As long as there are more, you won't be doing much harm by cutting a sapling. If you look in the same spot again next year you may well find that the stump has re-sprouted and there is another sapling just like the one you just cut.
Furthermore, like the young of most species, the mortality rate of the very young is very high. Nature can be harsh and the young are often consumed by other species for their own survival. Saplings are used as browse and shelter by animals and have historically been a huge resource for humans. Lean-to's, pole barns, walking assistance, spears and lances, travois, and a long list of other necessities can be constructed from saplings.
I have seen hiking sticks in catalogs that were obviously made from milled lumber. Can you imagine cutting down a whole tree, running it through the whole, high powered industrial manufacturing process to make milled lumber and then running it through the whole high powered industrial manufacturing process again, just to make it into ... a STICK? Better you should just cut yourself a sapling.
