Youth Development Technician (Baltimore)
The Baltimore City Health Department has an opening for Operation Safe Kids Youth Development Technician. Operation Safe Kids is a community-based case management program that serves high risk Baltimore city youth offenders from the Department of Juvenile Services.
Responsibilities include:
1. Working largely in the field, this individual is responsible for making face to face visits to youth/family at least three (3) times weekly for a caseload of approximately 15 youth to identify needs, monitor activities, and to link youth to services. This includes but is not limited to school, employment, mental health, substance abuse, etc.
2. Under the guidance of the Clinical Coordinator, develop and update service plans for the youth and their family.
3. Works in partnership with Department of Juvenile Services and other agencies to provide coordinated care for the youth.
4. Completes daily notes, monthly reports and maintains files, paperwork, and reports.
5. Serves as a client advocate for youth when working with other agencies.
6. Networks with other agencies to be able to provide access to resources and services for the youth and family.
7. Makes court appearances.
8. Other related duties as assigned.
Position Requires:
Must have a Bachelor’s degree from an accredited college or university and two years of experience working with at risk youth or families. Have an equivalent combination of relevant education and experience in working with high risk youth families.
Must be able to work as a member of a multi-disciplinary team. Needs basic computer skills. Knowledge of current community resources and case management techniques. Ability to communicate effectively both orally and in writing. Excellent interpersonal communication skills. Must possess the ability to engage youth and families.
Starting Salary: $30,613

DUTIES: This is a senior leadership position that directs and coordinates all community case management and residential facility operations and services in Montgomery and Prince George’s Counties in Maryland. Summary/General Description of Responsibilities:
The SPC Manager plans, organizes, and manages all department activities, personnel, and budgets. He/she shall have full accountability for developing & implementing contract wide quality assurance, safety, health, work flow, document, standard operating procedure, training, and environmental programs. He/she shall be responsible for ensuring all processes and procedures implemented maintain full compliance with contract, company, customer, and state regulations. The SPC Manager shall work directly with all contract managers, customer representatives, and/or corporate personnel as required to maximize program efficiencies.
Specific Responsibilities:
• Effectively manage all departmental personnel and programs.
• Manages, oversees, develops, implements, and maintains all safety procedures and policies. Safety programs shall include but are not limited to:
o Respiratory Protection; Confined Space; Lock Out – Tag Out; Fall Protection; Arial Lift Training; Ergonomics; Personal Protective Equipment (PPE); Hearing Conservation; Fire Protection; CPR / First Aid; Accident Investigation and Reporting; Hazard Communication; Electrical Safety; Environmental Waste Management; Driver Safety

• Manages, oversees, develops, and implements quality control procedures that ensure full contract, company, and customer compliance.

• Prepares and maintains a variety of records and reports. Analyzes these reports for trends and improvements. Notifies the Project Manager and other Department Managers of any issues discovered or improvement recommendations.
• Investigates incidents and accidents and coordinate with management for workers compensation claims and actions. Files all reports in accordance with company policy in a timely manner.
• Prepares and presents timely technical progress reports as required to meet all contract, customer and company specified deliverables.
• Serves as a technical advisor for the Project Manager.
• Interprets, applies and explains complex codes, regulations and procedures to the customer, Project Manager, Department Managers, and subordinates as required.

Job Requirements, Mandatory:
• Must be an U.S. Citizen and have the ability to obtain a full MPO Top Secret Sensitive Compartmented Information (TS/SCI) level clearance.
• Bachelor’s degree in engineering, safety, or related field. This requirement may also be met through eight years of direct experience in developing quality assurance, safety and/or environmental programs without a degree.
• Ten years of experience in facility operations, maintenance or the construction field as it relates to quality assurance, environmental compliance, and safety.
• Five years of supervisory experience with the ability to motivate subordinates to attain stated objectives.
