Provision for $8,000 Refund Part of Bill to Extend Jobless Aid By Dina ElBoghdadyWashington Post Staff Writer

Thursday, November 5, 2009 The Senate voted Wednesday to renew the government's $8,000 tax credit for first-time home buyers through the first six months of next year as part of a broader bill designed to extend unemployment benefits. For the first time, the tax credit program would also enable many homeowners who buy a new primary residence to receive a $6,500 refund. The measure was attached to a bill that would provide 20 weeks of unemployment benefits in more than two dozen states with jobless rates above 8.5 percent and up to 14 weeks elsewhere.

Another provision in the bill would allow businesses that had operating losses in 2008 and 2009 to seek refunds for taxes paid on profits over the past five years. The bill, which passed 98 to 0, should reach the House floor by Thursday, House Majority Leader Steny H. Hoyer (D-Md.) said in a statement. His office said the legislation would then go to the White House for the president's signature. The Obama administration has previously supported extending the $8,000 tax credit, and without congressional action the program would end Nov. 30. Under the bill, first-time home buyers would receive the $8,000 tax credit if they sign a contract by April 30 and close on it by June 30. The plan would also make those who buy a new primary residence eligible for the $6,500 credit if they owned their current home for at least five consecutive years in the previous eight years. But the measure limits the purchase price of the home to $800,000.

It also imposes income caps so that people who make more than $125,000 annually and couples who make more than $225,000 would not be eligible for the program, which is estimated to cost $10 billion. Sen. Johnny Isakson (R-Ga.), a longtime advocate of the tax credit, praised passage of the bill in his chamber but said the extension would be the last one. "Tax credits like this only work by creating the sense of urgency to take advantage of them," Isakson said in a statement. The tax credit and the broader bill in which it is included are part of a series of Democratic-led initiatives aimed at helping the economy and people who have lost their jobs.

The unemployment benefits of more than 1 million people would lapse without this extension, according to the National Employment Law Project, a nonpartisan group that tracks the issue. More than 15 million Americans are unemployed, more than a third of them for longer than six months. Although the legislation gained wide bipartisan support, it had been mired in bickering for weeks as Republicans tried to attach amendments that Democrats opposed. Party leaders from both sides voiced support for the core measures, including the tax credit. Supporters of the tax credit, including the real estate industry, say it has energized home buyers and helped increase sales.

But critics say the program is too expensive and has attracted mainly people who were going to buy a home anyway. In the Senate's measure, taxpayers would be able to claim the credit on their 2009 income tax return for purchases made in 2010. Staff writer Perry Bacon Jr. contributed to this report.

I know that there is a lot of talk in the media regarding real estate. Mixed signals are being sent as to whether ”Now! Is the right time to buy or sell?" Remember: All real estate is local! A declining market in Las Vegas is a declining market in Las Vegas and not Baltimore. The best person to help you asses as to whether this is the right time for anyone to enter the real estate market is a real estate professional that is based in the market in which you live.

Baltimore City is made up of individual neighborhoods, each with their own unique economic, cultural and architectural characteristics. It is because of these unique identities, that one person is drawn to one neighborhood and someone else to another. In addition it is this “uniqueness” that gives value to real estate. Without “uniqueness” all real estate would be worth the same no matter it's condition or location.

When the local media crunches the numbers, for Baltimore City, the media scrubs the numbers of “uniqueness” and then everything is mixed together much like various ingredients in a blender. In the end you end up with a concoction that no longer resembles the original individual ingredients but a mish mash of what you started with and usually with one ingredient dominating either due to size or potency. Think Egg Nog. Nutmeg is tiny in proportion to volume and mass to any other ingredient in egg nog yet it dominates the flavor of the entire drink. This illustrates of how the media ends up with their gloom and doom headlines and statistics to sell papers and advertising.

As a real estate professional it would be nice if someone would point out to the the local press that with our strong job market in medicine, education and defense and our close proximity to Washington D.C., Baltimore’s real estate market has been able to stand strong and weather this current economic storm. Yes there are exceptions to every rule but most neighborhood home prices in Baltimore City have stayed strong and constant and there are more than a handful of neighborhoods where the average price has increased year to date.

In addition with interests rates at historic lows and below any and all of the 2000s, an $8,000 tax credit for 1st time home buyers and the $6,500 tax credit for prior homeowners it has never been a better time to buy a home, to sell a home and move up or to down size. Anyway you slice it someone entering this real estate market is going make out better than during the early boom of the 2000s.

Inspired by my own experience of moving to Baltimore from Washington, DC I became a Realtor. It was summer of 2001 when everyone from the pizza delivery boy to the ice cream man was a card carrying Realtor. Who wasn’t a Realtor? Houses were newly listed at 9AM and sold by 12 noon. Any and everything was sold in hours if not minutes. In such a fast pace market who had time for home inspections, selling contingencies, financing contingencies, appraisals let alone questions regarding tax credits: federal, state, local historic, or financing options. Obviously as a first time home buyer and brand new to Baltimore this was all “Greek” to me. I had more questions than Realtors had time or answers. Never had the axiom “Buyer Beware” been so true. Today in 2009 we now see what a mess the frenzy of last “boom market” created. It takes more than having a license and a business card to be a Realtor. It takes skill and finesse to dissect the complexities of real estate and translate these details to clients in a style that is comfortable and accessible. I know that as a Realtor the most valuable service I can perform is to take the time to educate my clients both buyers and sellers on all aspects of real estate.
