EQUIPMENT MECHANIC (138-09) (Bend, Oregon)

Road Department

Position performs a wide variety of skilled diagnostic inspections, maintenance, overhaul, and repair functions on vehicles, construction equipment, and other machinery utilized by the County. Performs other duties as required.

This position will work 7:00 am to 5:30 pm, Monday through Thursday during the summer months; and 8:30 am to 5:00 pm, Monday through Friday during the winter months.

MINIMUM QUALIFICATIONS:


Five years of experience applicable to the job performance requirements. Automotive Service Excellence (ASE) or approved factory equivalent certification in three repair groups, in any combination within the automotive and heavy truck repair groups preferred. Additional education and/or training may substitute for some experience. Requires considerable knowledge of the principles, practices, techniques, and tools and in the repairing, maintaining, and overhauling of automotive and construction equipment, both gasoline and diesel powered; knowledge of the principles of internal combustion engines, automatic and manual transmissions, differentials, hydraulic units, electrical and charging systems, air systems, braking and suspension systems; knowledge of the occupational hazards and safety precautions in a mechanical shop environment. Skill in using the full range of hand and power tools used in automotive repair work. Ability to read and interpret technical manuals and electrical schematics; ability to weld, fabricate, and modify equipment; ability to perform engine tests; ability to follow and issue written and verbal instructions; ability to complete straightforward logs and records of work.

MENTAL HEALTH SPECIALIST I (133-09) (Bend, Oregon)

Developmental Disabilities Program
Health Services – Mental Health Division

Position provides case management services to children with developmental disabilities from birth to 18 years of age and their families. Position works closely with families and eligible children to identify needs and make appropriate referrals for services and interfaces and collaborates with schools, SSI, DHS and other support agencies on behalf of our clients to address their needs. Performs other duties as required.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in human services field and two years of progressively responsible experience working with individuals with developmental disabilities and their families; OR an Associate’s degree and four years of experience. Experience working with other community resources; knowledge of the Supplemental Security Income System; ability to be flexible with hours on occasion to meet the needs of the clients; ability to travel within the State for service delivery, trainings, and meetings; ability to work effectively in a team setting; ability to establish effective working relationships with others at all times; ability to speak Spanish desirable.

YOUNG CHILD WELLNESS EXPERT (129-09) (Bend, Oregon)

This position, working in close coordination with the State Young Child Wellness Expert, will be responsible for overseeing the development and implementation of a local-level component of the comprehensive strategic plan for the Oregon LAUNCH (Linking Access to Unmet Need in Children) Project. Duties include but are not limited to, developing, implementing, and sustaining infrastructure and programs addressing young child wellness; establishing the organizational structure; hiring staff; providing leadership in all facets of young child wellness efforts; and guiding the establishment of interagency collaborations with other community-based, child and family serving public agencies. Performs other duties as required.

This is a grant funded position, funded by a five year federal SAMSHA grant. Continuation of employment is dependent upon continuation of the grant funding. A full description of the grant may be reviewed at the Deschutes County Personnel Department.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in behavioral or social sciences, or a related field demonstrating the capacity for the knowledge and skills. Master’s degree in public health, early childhood services, mental health or a closely aligned field preferred. Two years of professional level evaluative, analytical, and planning work in a field related to child and family health or mental health, demonstrating the required skills and knowledge. Requires expertise in public health, early childhood development, and early childhood mental health. Knowledge, skills and abilities in early childhood services and/or public health practice related to the health of women, infants and children; and skills to implement culturally-competent population-based child wellness and prevention programs. Experience in strategic planning, systems development, project management, program planning, evaluation, and grant writing; experience and skills in building and sustaining public-private partnerships and engaging culturally diverse stakeholders. Ability to interpret and apply rules, regulations, policies and procedures across multiple programs and agencies; ability to establish and maintain effective working relationships with others at all times. Possession of strong verbal, written, and interpersonal skills.

Position requires frequent in-state travel with overnight stays. Requires occasional out-of-state travel with overnight stays including twice yearly grantee meetings. During peak workload periods, work outside the regular 8am-5pm work schedule, including early morning, evening, and weekend work may be necessary.

Position is responsible for facilitating child specific, strengths based, wrap around team meetings; working with both youth and their parents, County mental health staff, community partners including schools, Child Welfare, etc., and coordinating services delivery. With team, evaluate level of needs for youth with more intensive mental health concerns. Provide coordination of care, which may include family engagement, placement in a day treatment or residential treatment facility and/or psychiatric hospitalization. Familiarity with Oregon’s Children’s System of Care Initiative is desirable.

Prepares written reports, charts, billing authorizations and records as required by departmental policy, state and other requirements. Requires travel within the County and must have own transportation. Performs other duties as required.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in a mental health related field; two years of experience in the delivery of mental health services preferred. Requires a working knowledge of the principles and practices of mental health diagnosis and intervention. Well developed human relations, interviewing, counseling, and writing skills; along with an appreciable interpersonal sensitivity and awareness of client situations and values.

NECESSARY SPECIAL REQUIREMENTS:

Position responsible for providing individual/family/group counseling and case management services to clients with a serious mental illness. Case management responsibilities will include outreach and coordination of clients community support needs including housing, entitlements, transportation, etc. Position will include some service provision in the LaPine area. Services are provided with a strengths-based model and philosophy of consumer empowerment with a focus on individual recovery goals. Works as part of a multidisciplinary team. MINIMUM QUALIFICATIONS:

Master’s degree in mental health field, with two years of progressively responsible experience. Spanish speaking preferred.
