In the state of Ky. does a person of interest in a missing person's case have the right to refuse questioning when there is only circumstancial evidence such as the missing person was planning on divorce from spouse when the missing person becomes missing while in the company of spouse?

The spouse went somewhere with the wife who has been missing ever since. The spouse claims the disappearance happened when he took her out of state which there is circumstancial evidence to suggest he did not take her out of state. He did leave the state of ky within 24 hours of the disappearance not returning for two yrs. He now lives in another state. Property connected to him in the state of ky was dug up last year and no bones were discovered. He refused questioning as recently as this year, , disowned his daughter and put his funds in his current wife's bank account under her name, refused to answer phone for reporters or police, promises he will never get near this case.

He laughs about the grief of the missing person's family and denies they've experienced any grief. He does not see how this is his responsibility to answer any questions when he claims his wife got out of the car and left him on a trip many believe they never took out of state.

This happened thirty-two years ago. Recently the case has heated up due to individuals who took interest in the case. Police have to relay messages through his sister. Person of interest does not support the investigation especially when the investigation involves him.

So, my question is does he have the right to refuse questioning? And what rights do we have as far as getting this solved?
