I/S Analyst - SCADA (San Antonio, TX)

Description:
Develop, design, implement and maintain pipeline SCADA and associated systems including related interfaces, communications, batch tracking and leak detection systems. Maintain SCADA system hardware and software. Develop and implement SCADA changes and enhancements. Provide support of critical SCADA production systems, 7 days-a-week, 24 hours a day, to ensure continuous production system availability. Consult with management and users to define system specifications to achieve economical and practical solutions. Perform complex research and maintenance activity, including vendor coordination to ensure that all published departmental service levels and objectives are met. Analyze, define, and implement moderately complex projects in terms of business objectives within time and cost estimates, with a minimal amount of supervision.

Requirements:
Bachelor's degree in Computer Science, Engineering, or related field highly preferred. Minimum three years of related I/S, SCADA or control systems experience required. Ideal experience consists of SCADA systems development and support. Experience working with the Telvent OASYS and LMS products is strongly preferred. Requires thorough understanding of pipeline operations and associated pipeline control functions, which include distributed control concepts, VSAT communications, telemetry related communications protocols and SCADA applications. Requires effective analytical and problem-solving skills. Requires strong technical and functional skills, and the ability to organize and track multiple simultaneous tasks. Excellent communication skills are required. Requires strong interpersonal skills for communication with a diversified user community and outside vendors. Candidate should also have a good working knowledge of networks, Windows operating systems, relational databases, programming techniques, PLCs or DCSs, MS SQL, IIS and MS Office suite. Some travel will be required based on project assignments.

Optimazation-G2G Monitoring

• Minimum 3 years experience in NPI projects. (From which 2 year should be in UMTS NPI)

• Experience with the different RAB services (CS, PS, HSDPA, EUL)

• Experience optimizing network using statistics

• Experience with the OSS (WRNO, RAN Explorer, Element manager etc.)

• Business objects experience is preferred

• Familiar with the RAN features in UMTS (P6 preferred) -*****Ericsson experience preferred!!

UMTS Customer Support

• Recommend features and parameters changes based on analyzed data. (I.e. RAB capacity, IRAT, Power Control, etc.)

• Assist with the Optimization performance of the markets to meet AT&T\'s national KPI targets.

• Advice and present improvements to AT&T management team and technical leads.

• Ensure that optimization parameters are up to date and accurate.

• Prepare local team for network optimization, via data analysis and parameter audits.

• Assist with:

• Data collected analysis and prioritization

• Review Switch statistics analysis and performance counter details analysis for trending and identifying holes and hotspots.

• Capture statistics of cluster drive tests and evaluations results

• Produce reports to show benchmarking audit and after recommended changes performance improvements.

UMTS Tuning

• Able to make recommendations in parameter changes, feature activations on drive test data to improve the system performance.
• Good understanding of optimization tools such as TEMS, Actix, Agilent
• Experience in tuning a loaded network, and understand the difference between artificial and real traffic loading
• Good understanding of Layer 3 messaging
• Able to collect and analyze drive data and performance statistics
• Knowledge on how IRAT procedures can affects the overall performance
• Ericsson experience preferred!

UMTS Optimazation-NPI
