Investigator Duties & Responsibilities
The primary duties of the investigator are as follows:
a. To conduct investigations as per Agency’s directive
b. To obtain and consider the evidence on all sides of an issue.
c. To be thorough and impartial.
d. To conduct in-person interviews.
e. Types hand scribed notes from interview discussions.
f. To make findings warranted by the facts and comply with any additional instructions of the appointing official.
g. To report the findings to the appointing official.
Typical Investigative Deliverables & Guidelines
· The administrative investigation will be conducted in accordance with agency guidelines.
· The investigator will provide the appointing official with a timetable for the investigation, an investigative plan that consists of an understanding of the facts required to support a conclusion, and a strategy for obtaining evidence (this should include a list of potential witnesses and a plan for when each witness will be interviewed, preferably in-person).
· Upon conclusion of the administrative investigation, a written report of investigation will be presented to the appointing official within 20 days of the last person interviewed. The report of investigation must include sufficient documentation to convince the appointing authority and others that may review the investigation that the evidence supports the finding.
· The requirement for sufficient evidence applies equally, regardless of whether the investigating official ultimately determines that the allegations are founded, or that no fault, loss, or wrongdoing occurred.
· The report will include a narrative, chronology of the actions and conditions that led to the alleged misconduct or misfeasance under investigation, findings, documentary and physical evidence, signed witness statements and exhibits.
· The report should not recommend a penalty.

The New York City Office of Chief Medical Examiner (OCME) seeks a Special Operations Deputy Director to play a leadership role in disaster preparedness and response efforts. NYC’s OCME has become a leader in disaster response and is currently building capacity to maintain and expand its technical expertise in the area of mass fatality management. This grant funded position reflects the City’s overall commitment to improving emergency preparedness, and to the OCME’s increasing responsibility as a national leader in the field.
The Special Operations Deputy Director will function as the lead for the Medical Examiner’s Special Operations Response Team (MESORT), an interdisciplinary team tasked with responding to incidents involving numerous fatalities and/or in complex fatality management scenarios. In this grant funded position, the Deputy Director will ensure the Agency’s overall capacity to fulfill its disaster response mandate. Among other leadership duties, the Deputy Director will be responsible for designing safety and operational protocols, developing and carrying out training programs, monitoring and evaluating the Agency’s ongoing preparedness capabilities, and performing disaster management functions in the event of an incident
The Deputy Director should be a pro-active, self-motivated individual who can work across technical disciplines to create integrated plans and operational teams. A background in emergency preparedness, disaster response and/or applied forensic sciences is essential. The Deputy Director will report directly to the Director of Special Operations and will be responsible for a wide range of activities, including, but not limited to, the following:
- Developing tools and methods to perform assessments in the area of fatality management and disaster response;
- Developing protocols, operating guides, and staffing plans to promote disaster preparedness;
- Developing and implementing training program to build capacity across disciplines;
- Coordinating and leading exercises and drills to include both OCME and other agencies’ staff, where appropriate;
- Deploying to incidents, exercising command and control protocols, and commanding MESORT team members;
- Developing After Action Reports and designing improvement plans based on such reports;
- Preparing and delivering briefings, presentations and reports that detail the outcomes of trainings, exercises, and assessments and ensures relevant communication to all stakeholders;
- Representing the Agency at relevant Citywide and multi-agency task forces, meetings, and planning initiatives;
- Coordinating with multiple stakeholders representing government agencies, nonprofit and private entities;
- Managing working relationship with and providing oversight of technical consultants who may be enlisted to perform planning or training activities.
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
The ideal candidate for this position will possess: demonstrated experience in disaster response operations, preferably with a fatality management, forensic, or public health functional component; Mastery of Incident Command Systems, particularly the NYC “CIMS” program; demonstrated knowledge of hazardous material / WMD response protocols; experience in plan and operational protocol development; background in practical training; project management skills, especially with a team management component; superior oral and written communication skills, especially with regard to technical writing. Background in national or international emergency management, with knowledge of emergency management plans (including ICS, NIMS, CIMS) is ideal. Knowledge of public health and/or forensics is preferred.

The office of Council Member Peter F. Vallone Jr. is seeking a motivated individual with a sincere interest in public service to join our team as Community Liaison.
A qualified candidate for this position must possess experience or interest in all aspects of non-profit and City government operations, exhibit a commitment to community service, as well as an understanding of the local political landscape is a must.
Responsibilities include:
• Writing Letters on Behalf of Constituents - Resolve complaints outlined in constituents’ letters and emails as they relate to community concerns, issues, DEP issues, Sanitation issues, NYC Housing issues, Medicaid & Food Stamp Issues, Rent delinquencies and eviction questions, etc.
• Attending community meetings on behalf of the Council Member (may include some night meetings)
• Greeting walk-ins – assessing concerns and follow up
• Supporting the Council Member, Chief-of-Staff and members of the team.
• Administrative responsibilities - Acting as one of the first points of contact for the office, screening and disseminating phone calls, updating files, etc.
Candidate must be an excellent communicator and will use superior interpersonal, organizational and execution skills to complete a diverse array of projects in a fast-paced, team-oriented environment. Candidate also must be highly detail-oriented and possess the ability to multi-task and work collaboratively with all members of the team. Candidate must establish a strong rapport with constituents, business owners and community leaders. Candidate must have knowledge about different city agencies and services.
Qualifications include:
• Bachelor’s degree and 2-3 years of relevant experience required.
• Superior writing skills a must.
• High level of computer and Internet literacy (Microsoft Word for Windows, Outlook, Excel, PowerPoint) and a strong aptitude for mastering new applications are essential.
• Must exhibit a high degree of professionalism, be extremely flexible, and possess the ability to coordinate multiple priorities and responsibilities simultaneously.

Army Reserves $10,000 Bonus/No Mobilizing - IRR ONLY
Hello, my name is SFC D’Ambrosio, Patrick. I’m an Army Reserve Career Counselor. If you’re currently in the Individual Ready Reserve (IRR) and would like to work part-time for 38 days a year in your local area with the Army Reserves and not have to worry about mobilizing, you will qualify for many benefits. To qualify for the IRR you must have served in the Army, Army National Guard or Reserves within the last 8 years.
1. If you’re coming off Active Duty you may qualify for the $10,000 Affiliation Bonus. This is determined by MOS and vacant positions within the U.S. Army Reserves.
2. If you have college credits you can qualify for an additional bonus of $10,000 if you decide to become a Commissioned Officer or Warrant Officer.
3. Continuing college? We offer 100% Tuition Assistance on top of your GI Bill.
4. Army Mobilization Deferment Program. This program is only for soldiers who VOLUNTARILY transfer from the IRR into an Army Reserve unit.
